Grass-roots Government In Questions Of Population And Family Planning Research

China established a basic national policy of family planning through the past 30 years of unremitting efforts, has made brilliant achievements, but we must have the courage to admit the existence of this hidden behind. The author through a grass-roots attempt to population and family planning workers vision, from the analysis of Panyu District, Guangzhou City, the development of population and family planning status and some of the things that, combined with the government at the grass-roots level all over the country to carry out population and family planning work in some of the common problems, from administrative law and public administration point of view, on how to solve the Government is faced with these problems, the promotion of grass-roots government to better fulfill its duty population and family planning ideas and put forward some countermeasures. This mainly includes:Firstly, enhance the official duties in strict compliance with law. According to the lack of legitimacy from the assignments which have been allocated when governments at the grassroots levels conduct population and family planning, and aggravated contradictions between governments at the grassroots levels and the people, the writer presents his opinion including six suggestions as follows, establishing the official duties of population and family planning in strict compliance with law at the national level, setting up and improving scientific and democratic decision-making mechanism of population and family planning, Strengthening legislation at improving the quality of population and family planning system, fully implementing the execution and law-enforcing responsibility system to Standard the conduct of this system, establishing supervision system to enhance the supervision of law-enforcing, conducting legal promulgation and education to enhance the legal awareness, idea and capability of the public, and so on. Obviously, it is irreplaceable to strengthen legislation, to conduct population and family planning at the grassroots levels of governments. The public resources such as legislation should be provided to governments at the grassroots levels, in order to ensure the effective implement of family planning, one of basic policies.Secondly, improve collection system of social maintenance fee. Currently, there are some problems arose from collection of social maintenance fee, consisting of the subjective and objective limitation at collection work from Department of Population and Family Planning, the absence of legal awareness and idea of a part of the masses, the lack of effective measures to control the timely collection of social maintenance fee and so on. To solve these problems, the writer proposes several practical measurements including improving current legislation to reasonably reduce the collection scope, establishing national legislation to solve hostility obstacles, improving legislation system and so on. For example, Panyu District made a useful effort to apply to the people's court for compulsory execution during the work of maintenance fee collection.Thirdly, establish scientific assessment system. In order to solve problems existed in current assessment system of population and family planning administration, such as unreasonable superior authority, unpractical assessment measures, and abusive and extremely strict assessment, the writer presents the basic principles when establishing scientific assessment system, and major constructions of this assessment system, based on practice from governments'work at the grassroots levels.Fourthly, set up the information database of citizen. In China, there are three public information databases set up independently by Department of Population and Family Planning, Department of Marriage Registration, and Department of Residence Registration, which subsequently become'Isolated Island of Information'and then result in wasting of administration recourses, due to no connection between them. It is difficult for government at the grassroots levels to obtain the information needed when conducting the work of population and family planning. Especially, there is no effective method to acquire marriage and childbearing information of floating population. Therefore, in the opinion of the writer, the information database of citizen should be set up, and the application and security of this database, and the staff's information-based capability should be considered relevantly.Fifthly, strengthen the building of the contingent of population and family planning organization. At present, there is a frustrated condition existed in Population and family planning scheme, which is the shortage of staff at the grassroots levels but surplus at higher authority level. In fact, the population of administration of Department of Population and Family Planning at the province and city level is booming, and is reaching or exceeding the total population at the grassroots levels under their administration. Based on the condition above, the writer presents the suggestion as follows; strengthen the building of the contingent of population and family planning organization by legislation, meantime reasonably arrange the population of staff considering the population in the area under administration, to deal with the difficulty in law enforcement since the booming of floating population.Familiar with the grassroots population and family planning work should be aware that a few comments mentioned above can only solve part of the practice questions in the job, and will be subject to Chinese administration realistic time constraints and difficult to implement. However, trust in the Chinese Communist Party and government attach great importance, through the National Population and Family Planning System joint efforts and active participation of the masses of the people, China's population and family planning to the rule of law can cause.
