A Study On The Family Planning Management Reform Of Our Government Department

Family Planning is a sensitive and incisive issue in China that is inescapable at the same time. With the largest population in the world, population issue has always been a major problem of China’s economic and social development. Currently there still exist many complex interlaced problems of the old and new generations within the population problem. In the21st century, China’s population development shows a tendency of more complex situation than ever before, aging of the population is increasing; the overall level of population quality still needs to be improved; birth sex ration lost its equilibrium distinctly. Corresponding to this, the main target of China’s family planning work has changed gradually from the initial control of excessive population growth to figuring out solution of the population and its quality, structure and distribution, also to method of conducive to long-term balanced development population up. Facing the new demographic situation and problems, speeding up the government family planning reform is the necessity to solve the current emerging population development problems; an important manifestation of deepening the administrative management system reform among current government; and it also helps to adapt the objective requirements of social transformation and population development strategy. Therefore, research of the government’s population and family planning management reform is of great realistic significance.This paper is based on rich history information and statistics, in combination with qualitative and quantitative analysis method, in which qualitative analysis is the major method, the State Family Planning practical work as The Research Base, take theoretical and empirical studies, Through lateral study on their histories and comparative study, follow the research paths from observation, description, interpretation to prediction, around the theme of accelerate government management of family planning. In the first place, we annotated the implication of government management of population and family planning, briefly introduced the background of government family planning work reform. Then we reviewed the development course of China government’s family planning work in the last30’years, sorted out the actual situation of China’s Population and Family Planning under the current situation; analyzing the nine main problems facing China’s current population and family planning management reform, exploring population policies, institutional arrangements and legislation of some developed and developing countries that face a similar situation of the population to China. Finally, In accordance with this study found, combining the actual situation in the reform of government’s population and family planning management, we putting forward some ideas and proposals for further improved the mode and methods of government’s population and family planning management.In a word, this paper mainly researches the government family planning management activity, and discusses the historical process of the management. The Study focuses on macro-research and attempt theoretical thinking the entire activity, in order to find the necessity of the reform, and corresponding suggestions on our government family planning management reform are put forward.
