Problems And Solutions In The Construction Of Urban Community Cultural

From the mid 90's in 20 centuries, with the deepening of the form of the state-owned enterprises, industrial restructuring and increased float population, Shanghai takes the lead in development of urban communities, and gradually evolved a unique shanghai mode --- the system of community construction "two-level government, three-level management, and four-level networking". Community culture construction, as the core content of community construction, following the principle of catering to grass-roots units and serving the people, aimed at raising the quality of the community residents, the quality of cultural life and the graciousness of its society, plays a very important role in the socialist spiritual civilization construction.This article based on the Xuhui district in Shanghai, through the research of the residents' cultural demand in this district, analysis the characteristics and problem in the community culture construction, investigate the ways how to build a effective mechanism of community culture construction, provide the more comfortable environment to the community residents, offer a high quality sociocultural environment for made a further development in Xuhui district.This paper utilized the methods of interview, case study and the theory of Public Management, Community Construction etc, according to the current conditions of cultural demand of people in the community, clear and keep improving the way of development of the community culture, set up and improve the mechanism of joint development and sharing in the community culture "under the leadership of the party committee, government push and supervision, autonomous operation, residents and enterprise enter together", actively promote a new pattern of modern culture of economic and social construction which lead by advanced, highbrow and popular culture in the Xuhui district.The Xuhui district, as the connection between the central city and suburban area, where is the area of popular culture and traditional culture, we can treat the former as a modern community and the latter as a traditional community. According to research the current condition of people's cultural demand in the Xuhui district, analysis the existing problems and proposes suggestions on countermeasures, lays stress on discussing the problems of community culture construction under the socialist cultural construction characteristic of china.
