Urban Community Construction Status And Development Mechanism - Hefei Shushan The Case Study

The urban community construction of our country arises in conformity to the contemporary social requirements with typical Chinese characteristics, varying a lot with the developing pattern of the international urban community. The special historical background of our country inevitably gives rise to the difficulties in the present urban community construction, thus the author chooses Shu Shan District of Hefei City as a case for research into the patterns and characteristics of the urban community construction in the central part of China as well as that of the country as a whole from an midscopic perspective.At present Shu Shan District has established the community managing system respectively at city, district, street, and community levels and achieved good results in community service, culture, public health, environment and security. Concerned with the concrete regional advantages, there still remains enough room for its future development. But in the present developing pattern the district is confronted with the conflicts between the governmental supervision and resource-input mechanism, which restricts its further development. The government has macroscopically carried out successful supervision over the district to some extent, but its regulation function over the community organizations is far from satisfactory. The present community self-governing organizations take on a strong administrative color and lack for some necessary self-governing qualities, thus fail to do a good job in the training and implementation of some corresponding community functions. The residents also show a weak sense of identification, a low degree of participation of community activities and a feeble sense of democracy, which leads to a lack of internal impetus in realizing the goal of a self-governing community.In the future development, Shu Shan District should first of all achieve the harmonious relations between the administrative function and self-governing function through the intensifying of the reform of the governmental functions;Based on the scientific and educational advantages, it should center on the development of the community welfare and strengthen the construction of learning-oriented community; emphasize the cultural education and encourage the residents to take an active part; Depending on the regional situations, endeavor to innovate, set up the goal of sustainable development, building a scientific index system and consequently bring on the sustainable development of the community.The community construction of Shu Shan District is typical of the urban community development in the central part of China. As against the current social background, the theoretic research and practice of the urban community construction of the central part should give special heed to such issues as Party building at grassroots level, the requirements of urbanization and modernization on community construction, the combination of the state macroscopic supervision, community midscopic management and the residential microscopic participation, the relations between urban planning & managing and community construction; between the sustainable development programming and construction of the community; between the community culture and the community spiritual civilization construction. All this should be combined together so as to develop the community in accordance with the social changes.
