The rural extension to the surrounding townships of urban development and the development of rural areas to cities and towns become a trend. In China, the process of rural urbanization is accelerating. In continuous process of urbanization, a lot of new citizens come out because of land acquisition. A large part of new citizens are low educational people. Their level of education is not high. They have no special skills of urban life. They are lack of urban culture and lifestyle. Their psychosocial adaptation is poor. And they are not competitive in the job market. They become vulnerable groups in city. It is difficult to adapt city life for these disadvantaged groups who face the great change of life. In the process of improving the urban and rural overall development, realizing citizens'fairness and justice, developing equally and building a socialist harmonious society, giving low educational new citizens'basic education rights protection become one of the problems be solved.Therefore, this article begins with the investigation and analysis of low educational new citizens'survival and development situation and their basic education needs, reveals low educational new citizens'basic education needs, analyses the current educational needs of the new citizens' education, proposes functional literacy education as the most basic educational needs of new citizens', and then focuses on low educational new citizens' functional literacy education's target and content, and its implementation and condition security, tries to solve low educational new citizens' issue of urban life.I study the problems above, enrich and substantiate the theory of the new citizens'basic education, provide basic theory of thinking and a more detailed argumentation for the basic compensation of new citizens' education or functional literacy education, provide a theoretical basis for education departments at all levels of government and public education policy and the development of new systems. Guide for practice mainly in two areas. On the one hand, in-depth analysis of low educational new citizens'needs, training needs and effective and reasonable objectives, contents and manners. It is beneficial to improve the quality of low educational new citizens, provide more help to low educational new citizens for integrating into urban life, speed up the low educational new citizens'integration process. On the other hand, by the case study of Jiu Longpo District's new citizens' functional literacy education. Conduct more targeted research on the problems of new citizens, especially low educational new citizens exist, investigate the quality of training practice mode of improving the basic education (functional literacy education) of low educational new citizens, and provide reference for improving the quality of low educational new citizens, and building a harmonious society better. Based on the above considerations, on the basis of understanding the low educational new citizens' living situation, do analysis and attribution on the problems exist, make further study about purpose, content, approach, implementation of protection and conditions of low educational new citizens'functional literacy education.
