China is the world's nine largest number of illiterates in the world. A National Bureau of Statistics show that China's floating population has more than 140 million people. At present,15-50 years of age are 68 million illiterate people, the illiterate population aged 15 and above are 1.0504 million, of which the vast majority of illiterates live in rural areas. As China's economy continues to develop, more and more people leave the household registration in order to seek better jobs. Outflow from the country of which 73%,74% into the town, including low education accounts for a large proportion of migrants. With the advance of urbanization and rapid economic development in the next 10 to 15 years, China's urbanization rate will remain at an average 0.8 to 1 percent, which means that each year there will still be a large number of migrant workers in cities.The pressure forced the development of livelihood or, more and more to population movements to urban culture, the demand for more opportunities. For survival and opportunity in the process, the process of integration into the city, in the city a better development process, they face many challenges, such as the lack of culture, the pressure of competition for jobs, rights difficult, a variety of roles the conversion. In these challenges, they are often in a vulnerable position, in the final analysis, mainly due to their low level of education. In order to make the city less educated faster flow of people into the city, better life in the city, better development, urban low education must be carried out into the city's current population of functional literacy education. As human beings, as citizens, the city received less educated migrants have the right to education. Due to many reasons, most of the local culture do not receive the normal flow of people, complete education, and as state and government, has the obligation and ability to make this part of the groups receiving proper education, give them a better life and play development, which is the performance of state functions and capabilities. Face more and more low-flow culture of the city population, the current urban literacy education is facing new changes, carried out among urban low-culture movement of the functional literacy of literacy education at this stage of the three key one.In this study, based on the reality of literacy education, using research methods to systematically comb the literature at home and abroad of functional status and problems of literacy education; and through field surveys, interviews with students, faculty exchange and questionnaire, a more comprehensive understanding and grasp of the current city the survival status of the floating population and educational needs; in control of their educational needs, based on the combination of functional literacy education theory and practice, adult learning theory, theory of liberation education, contact the city to survive the necessary conditions for the floating population made the city low literacy and cultural curriculum, assessment and other related content.In this paper, the floating population in Yuzhong District with low functional literacy and cultural education as a blueprint. Low culture in the Yuzhong District Survey of the floating population on the basis of efforts to study the following five aspects: First, according to preliminary research data to analyze the flow of low education, Yuzhong District, the basic situation of the population, including its form and survival status of the status quo. This section is the focus of the study, focusing on migrants from low culture of origin, income, cultural foundation, vocational and other aspects of analysis.Second, according to the first two parts of the comprehensive analysis and discussion, from education, psychology, urban low education for the angle of the unique nature of the floating population of functional literacy and basic contents of the target. Floating population in urban places of functional literacy and cultural education including the basic content of the basic principles of educational content design, course structure and basic content of the course. This part is the focus of the study.Third, the urban migrants to functional literacy and cultural education, organization and implementation. Part of this is the key part of this study is difficult parts. Functional literacy education organization mainly from the excited intrinsic motivation and external mechanisms to carry out two aspects of sound described. Including the implementation of the specific ways and means of implementation and the implementation of the innovative ways.Fourth, the urban population with low educational mobility of functional assessment of the effect of literacy education, the main effect of assessment and evaluation mechanisms to establish two aspects.Fifth, the urban population of low-flow functional literacy and cultural education of the condition and guarantee the smooth implementation of measures. In security, building a sound mechanism for selection of teachers of literacy, to fully integrate the advantages of community education, focusing on the professionalism of teachers and comprehensive literacy, remain good teachers continue to engage in effective teaching of literacy, emphasizing the effectiveness and stability.
