China as the world's largest developing country, after a short period of Demographic dividend, Some social phenomenon which called structural contradictions in social development began to appear: first, people has been aged but still poor, aging and poverty together. This caused concern of China's government at all levels. With limited health resources and endowment resources, Let people be comfortable in resting life became the parties' consensus.In order to achieve this goal, Mind of community care was been utilized creatively. The old man was been taken not only from the agency care to community care, and further opened with family endowment which was full of Chinese characteristic. Dependence Patterns of family endowment around our country was different, however, the service content of family endow was trending to uniformity that occupy the housekeeping service and health care service , Currently. Due to the existing path restrict that health service and endowment service were supplied by different departments, health care services was short of the community care which had seriously affected the mode of sustainable operation and promotion. Taking housebound elderly in Suzhou community who accepted health care as research topic, through the literature analysis, combined and compared domestic and foreign health care progress in theoretical research and practical service delivery model, to provide theoretical basis and model reference for China's current health care policy. Through on-the-spot investigation, draw the outline of Suzhou city health care service network (family endowment service network and the community health service network of geographical distribution), Straightened out how to provide health care services for the population coverage, how to divide the work of "two services network" and operating mechanisms status, restored and displayed the characteristics of Suzhou health care service system more faithfully. Through questionnaires, quantitatively reflected the service object- Suzhou City Community home for the elderly in general socio-economic conditions, as well as clients of mental health, physical health, service needs, ability and willingness to pay, etc., in order to supply policy foundation for improving the health care policies. Finally, taken the social justice theory and the welfare pluralism as political philosophy theory foundation ,a pluralistic and participatory model of health care services and implementation path were proposed, based on the current health care system .
