Shanxi Zhongbei University Science Park is the only one in Shanxi Province. It has been 8 years since the Park was founded, and now it has been recognized a national standard park, with its primary scale. It was founded because of the world tide of knowledge economy, and the national call of establishing creative society and strengthening the nation through science and education. Its appearance has met the needs of restructuring of economic frame of Shanxi Province, and the needs of the local universities. It was founded based on four local universities which have different industrial characteristics and long history. The universities nourish the Park with bounds of wit resource, enough scientific achievements and high qualified faculty. Many items and achievements are fundamentally important. The Park has keeping perfecting the functions and adjusting the strategic plans to adapt the demands of new economic situation. After years of building, with the support from the two governments of Shanxi Province and Taiyuan City, the Park has established relatively perfect soft and hard environments, and achieved some goals. However, the Park still has a lot of problems such as strategic plans, operation mechanism and synthesizes mechanism, etc.To solve the problems, we have to pay attention to three main aspects: the interaction between the Park and local economy, the building of creative environment; and the unity of the Park and other scientific mediate organizations. Yanshan University Science Park gives a good example in operating the Park closely around the local economy. On the other hand, to ensure the sustainable development of the Park, the creation of creative environment demands us to do the following things:straightening the relationship between all components, arousing the enthusiasm of creation, ensuring enough creative achievements, strengthen the research and experiments in funding, speeding up the mercerization of the mediates, improving the policies and laws, and building perfect facilities and equipments. There are similarities and differences between high science and technology development zones and university science parks. The unity of Shanxi Zhongbei University Science Park and Taiyuan National High Science and Technology Development Zone can certainly bring bigger opportunity for the Park and the local economy.Thinking of the location of Shanxi, the situation, problems and ways of Shanxi Zhongbei University Science Park reflects the overall situation of the parks in the middle and west part of China, which appear weak and backward.
