The continuity of ethnicity is one of the key points in Chinese traditional concepts. On the one hand, the citizens who may have their own children have changed their wishes of fertility to match the strict family planning policy implemented in Chinese cities, on the other hand, they also have been influenced by the social networks and carried on the traditional concepts. In this paper, we further divided strong and weak ties under the guidance of the "symbiotic strength" latitude and learned the relationship between individuals and their social networks in the issue of fertility concepts. It is found that strong ties have still shown strong effects in the matter while weak ties haven't, and the informal norms which have been formed by the social networks will make the individuals present contradictions and conflicts in the control of formal policy.
