The Research On The Asset-backed Securitization Barriers And Countermeasures Of China's Olympic Venues

Olympic venues are built in new, or renovation and expansion directly invested for the Olympic Games. After the Olympic Games, their mission has ended, and the state has transferred the venues' operation right to enterprises to implement the market-oriented operation. Government will no longer have large investments on venues. The venues'transformation according to market demand, facing the first problem is the lack of funding. Combination of characteristics of the Olympic venues, we propose the introduction of a capital asset securitization mode of operation. The introduction of asset-backed securitization to solving complex operational problems realizes the flow of advantage resources, provides investors with investment opportunities, raises the development fund for market-oriented operation of the venues, makes an inventory of state-owned assets, and reduce the financial burden, Which is conducive to realize the economic, social benefits, and resources can be most optimal configuration.However, the asset-backed securitization of the Olympic venues also faces some barriers such as investment and financing system, technological risks. Asset-backed securitization operation is a systematic project; it needs to adopt a series of measures like reorganization of assets, risk isolation. The construction work of a series of complementary conditions need to be done, such as the reform of investment and financing system, the improvement of legal system and capital markets, and the promotion of management levelBy the method of documentary data, expert interviews and logical analysis, starting from the characteristics of the Olympic venues, according to the core principles of asset-backed securitization and the three basic principles, first identified the scope of the Olympic venues that can carry out asset-backed securitization, and then through the research and analysis, be aware of that the conduction of asset-backed securitization for Olympic venues facing the barriers of thinking, system, environment and risks. Combined with principles requirements, this study provide the countermeasures and suggestions for the Olympic venues asset-backed securitization as follows:to lead the system reform and mechanism innovation by government; to standardize the domestic intermediary services and training of professionals, to carry out the risk control management and improve the capacity of avoiding risks.
