| In China, with the economic and social developing and technological capabilities rapidly increasing,people's production modes and life ways have had tremendous changes:physical activities which were reduced were replaced by high-end science and technology gradually. So the people's physical exercise becomes more important, especially young students, in learning the scientific and cultural knowledge. Many schools and families pay more attention to cultivate children's learning knowledge.They often put bounds to their children to stay in classroom, even many middle and high schools make physical education just as a formality,occupy the physical education class with the culture class, or even cancel physical education class to pursue further studies rate. The number of the carrying a big bag "Glasses-Boy" and "Little Fat Boy" was increased in school. Students have great stress, and most of them have not enough physical activities. Although the nutritional level and the level of body development have been improving, the indicators of the young students'parts of the physical quality continued to decline in the past two decades. The proportion of very obese students has increased rapidly and the overweight and obese boys have been close to a quarter in the cities. The rate of the visual-impaired high school students has more than two-thirds, and the rate in college students has reached 83%. Obviously, this education way is not desirable. In response to these problems, we launched the " millions upon millions students nationwide Sunshine Sports" in order that students can get a better workout.This study mainly used the literature, questionnaire surveys, experts access and so on ,to know and investigate the state of the sun sports which was carried out in primary and secondary schools in Changsha. The purpose is to give the sun sports an Objective assessment and analysis, then find out the affecting factors and propose the corresponding developing ideas and suggestions to promote and facilitate the school physical education and sports to keep up with the pace of the times, and in order to lay the foundation for students' all-round development and physical: and mental health.The results show that:1 In Changsha, the primary and secondary schools do the sun sports publicity work not well. A large part of the school does not do the sun sports publicity work. The primary and secondary schools should publicize actively and fully the central government document on the 7th sun sport spirit, so that every student feel the sun sports atmosphere.2 In Changsha, the number of primary and secondary school can not meet demand for teachers in the sun sports standards. And the quality of teaching physical education of the teachers are not high. The status of physical education teachers in the school are not as good as language, math, foreign language and other cultural teachers. Therefore, it should increase the strength of the physical education teachers and establish a high-quality innovative sports teachers, and emphasis the importance of the physical education teachers in the school sports and the sun sports.3 In Changsha, most primary and secondary school can not carry out the sun sports smoothly because of lack of space and equipment.They are very important factors. So it should make full use of limited space and equipment to achieve optimization of resources configuration and full use of social resources to solve the space and equipment problems.4 The content of physical education is boring and not colorful. The sports are old-fashioned and the setting-up exercises during the break is monotonous.All affect the students' interest and zeal to sports Therefore, we should reform the past teaching methods, optimize the teaching contents and establish student-based teaching methods to improve student learning autonomy and initiative.5 The sports work thinking of school is not clear enough. Under the influence of the "examination-oriented education" system, the school's focus is on cultural learning, but think the sport is dispensable. So it obstructs the development of the sun sports. Thus, school leaders must sort out ideas, recognizing the importance of sports and understanding the sun sports objectives and tasks.
