Australia stepped into the mass higher education stage, the constant expansion of higher education caused many quality problems which also caused more and more attention to the problems of teaching quality. The practice motivation of the external teaching quality evaluation of higher education institution comes from the reform and development of their national higher education. After 30 years development, Australia has established a perfect quality evaluation system of higher education.The external teaching quality evaluation system of higher education institution in Australia provides strong protection to improve teaching efficiency and strengthen education policy transparency and reasonableness,which can ensure teaching quality of higher education institutions.This thesis is divided into four parts as follows:Part one introduces the establishing background and the develpoment of the external teaching quality evaluation system of higher education institution in Australia. The development of the external teaching quality evaluation system of higher education institution in Australia experienced three stages:exploit,establish and improve stages. in the consequence of time,this thesis analyses the development and changes of the external teaching quality evaluation system of higher education institution in Australia especially from the angles of political,economic and the higher education institution itselfPart two introduces the implement and operation of the external teaching quality evaluation system of higher education institution in Australia,which introduces the external framework, the assessment standards, assessment tools and evaluation program, etc. Through the Sydney university as an example to introduces how the external teaching quality evaluation works,which also provides a clear thinking way to acquire the implement and operation of the external teaching evaluation system more distinctly.Part three analyzes the characteristics of the external teaching quality evaluation system of higher education institution in Australia. its main content through the following several aspects:firstly, establishing multiple evaluation standards by specific higher education institution; secondly,setting explicit subject,clarity of responsibility; thirdly, using the way of rolling cycle to evaluate;fourthly, Evaluation content focuses on the students; lastly, Evaluation results are utilized effectively.Part four provides enlightenment part. Through the previous parts and combined with actual situation in China, using for reference of the successful theories of Australia and Drawing on some suggestions to improve the external teaching quality evaluation system of higher education institution in china.
