Trained a large number of all kinds of talent for countries need in our province has become an important part of education, in order to accelerate the achievement of education, province, talent strengthening the province and the "two take the lead" made important contributions. However, due to China's private education in the legislative work has lagged far behind other reasons, the prevalence of private universities in our province unclear property rights, corporate governance structure and system specification does not sound unreasonable problems, resulting in the abnormal state of the development of private colleges and universities, thus the broad masses of the rights of educated and teachers posed a certain violations, to a greater extent affected the healthy development of private higher education in the realization of this paper in a bid to improve the private higher education legislation to promote the cause of private higher education in our province sustained and rapid development and so do some exploring.
