China's Private Colleges first appeared in the the'80s of 20th century. Private Colleges is the emergence of higher education in the development of new things. In the area of social life has aroused considerable concern in the field of higher education and has also aroused the keen interest in research workers. To date, scholars have published many research articles. However, it is basically not clear that exploring the problems from the perspective of Ethics in the private higher education, analyzing the causes of the problem and establishing new higher education ethical principles.In the state "stringing the country by personnel power" and "rejuvenating the country through science" strategy background, the division, socialization, immediacy, and humanity of education have become the trend of the times. With the policy strongly external supporting and social internal demanding, in recent years, China's private higher education has been booming. As early as 2005 private higher education institutions (including academic and non-academic qualifications college) has been developed to 1329 , student increased to 2698500, 13.44% of the total.The development of private higher education, on the one hand fill vacancies of the state-run of higher education. And, to some extent, this play a positive role in social progress and improving the quality of the people , easing the conflicts between growing needs of higher education and the resources of higher education. On the other hand, there is some negative phenomena, some of which belong to acts of misconduct. For example: false propaganda, the quality of education decline in private higher education , and unfair treatment of teachers, the lost of education authority of ideals, and so on. Today education has been listed as one of the"three big mountains", partly because of the private higher education. The ethical issues of private higher education let people loss the educational value and the pursuit of the education. Education contaminated with short-sight and utilitarianism, and in the field of education the idea as all for the money began gaining ground. Moreover, some even use the commercial education authority instead of an ideal education authority. China's private higher education is in a period of ethic transition and has dual characteristics of enterprises and schools. To overcome the nature of "inherently deficient" as enterprises we must regulate private education from moral point of view. And as a driving force to the country's development, a important sector to provide qualified personnel for society, as well as leading to humanity, it is not only necessary ,but also possible to regulate education by moral.Private higher education System of Ethics embodied in two dimensions. Horizontal,it includes private education enrollment ,teaching process, management activities, social activities and employment services.Vertical, it includes the issue of integrity, responsibility and justice and interests relations.We will examine the main subject from teachers to more extensive education actors. Parents, educators, owners of private education, the media, leadership, organizations, governments, political parties and even the entire community are included in ethics restraint and examination of private education. To resolve problems of private higher education on the ethical issues,they shoulders unshirkable responsibility.In addition, in view of the profitable enterprise demands of the private higher education, we must ensure justice and interests reunification and ensure the benefit particularly. We must adopt new ethical incentive mechanism of moral evaluation mechanisms. We must establish moral intermediary agencies.We must make moral, ethical record, moral profile as moral evaluation basis. We must ensure the ethics of private higher education by enable the institutional linkage between ethical oversight and evaluation results and financial mechanisms.
