An Investigation On The Implementation Effect Of The Policy On The Master Scholarships Reform

As a breakthrough of postgraduate culture reform, scholarships can stimulate postgraduates'study and research; can promote their ability to innovate; finally can improve the postgraduates'quality. However, there also are some disputes on the scholarship reform in the experimental universities. So the scientific analysis of the reform is very important to the results and the future of scholarship improvement.This research is based on the survey related to public policy analysis and management psychology. We give questionnaires to 360 full-time postgraduates who come from the 4 experimental universities (effective questionnaire to 324 copies, efficient to 90%.We also interview 10 participate teachers. We have collected much data to contrast before and after, so we can have a full acknowledge of the scholarship reform's effect, We can see clearly from the survey:1st the reform is effective.2nd there are also some disadvantages:some students themselves are not very satisfied with the scholarship reform, the innovative achievements encouraged by the reform are not significant and some bad Spillover effect come out.3rd:there are some differences in universities, motivations, majors and genders.Therefore, we analyze the current situation of scholarship reform from the 4 perspectives:the policy, the executive subject, the target group and the environment. We put forward the following advice:the university authority should make clear the position of the scholarship and perfect the system of scholarship and grants; Input more resources and strive for understanding and help from more parties;strengthen guide to the faculties and perfect Systems.We also advise the department party perfect the evaluating standard and Process;raise their initiative in working and establish comprehensive management concept; focus on staffing and training and listen the sound of the students by survey; emphasis publicity and education on fresh student and strict the postgraduate entry interview. Meanwhile, the nation could increase resources and research,pushing forward the postgraduate culture reform.Society's study and research atmosphere will be good to the postgraduates'attitude. Finally, the students themselves should have right attitude to the scholarship and their study.Although we have examined many books to research the subject, we feel it difficult to give the absolutely perfect answers to the scholarship because of many kinds of realistic and theoretic limits. We look forward more and more attention on this field.
