"Master plan" is through the training for rural school and transmission way of master of education, for the development of the rural, especially the development of rural basic education to provide high quality innovative talents education. "Master plan" as the national education policy, involves the department is more and more widely, so its implementation and the implementation of provincial economic level, education level, teachers and other factors, these differences can cause the policy effect is not the same, in the implementation of "master plan" for necessary research, can promote the implementation of the policy effect, improve the quality of rural education, promote the balanced development of the education.This study related research results in the "master plan" under the premise of collect, choose our caravan left changli county of hebei province as the research object, according to a series of investigation and interview, it is concluded that the implementation of the "master plan" to a certain extent, our caravan left changli county to promote the development of education undertakings. But due to the plan implementation time is shorter, leading to the farmers living in the "master plan" to recognize a variety of difficulties and obstacles during the process of implementing, summarized as follows:(1) agriculture to realize good job motivation, but low career cognitive emotion;(2) agriculture to realize low salary treatment;(3) the larger workload.(4) farmers have poor stability, leaving bigger concern. Evidence, if not timely solve these problems, will reduce the enthusiasm of farmers life work to recognize, influence the effect of the "master plan" to implement.With our caravan left changli county agricultural raw and to recognize our caravan left changli county department of education on the basis of investigation and interview, that causes the farmers living in the "master plan" to recognize the cause of the intermediate frequency meet obstacles, mainly includes:(1) the relevant policies are not clear;(2) lack of education funds investment;(3) curriculum is not reasonable;(4) other reasons such as school management loose, family don’t agree with.According to the survey, and put forward the perfect our caravan left changli county of "master plan" to implement countermeasures:(1) increase the publicity of the policy, establishing the image of the authority of the policy;(2) clear training objectives, training high quality of the farmers to realize;(3) strengthen the school cooperation;(4) increase the farmers living treatment of policy tilt to recognize. Can hope for the future development of the "master plan" and similar education policy, to provide some experience and reference, this study has multiple practical significance.
