The development of a country and a area depends on the overall quality of the "person" in this area and whether owning high-caliber talented person team or not.Anshan is an old industrial base have the comparatively tremendous talented person basis. But, the human resources from Anshan compose, the team of talented person also have some problems. The problem analyses and countermeasure of talented person in Anshan city is my graduation thesis, the purpose is by the analysis to case comes to expound an author bringing forward a few cognitions and suggestion to An Shan City talented person team problem in construction. The current situation the Anshan talented person team is built is case.There are five chapters in this report:Chapter one-introduction. The background of topic was introduced, the related concepts was defined, the summary of literature and the signification of research were elaborated and the method of research was clarified.Chapter two-Discuss the main thesis of the paper. First, Human capital theory, second, Essential productive factors theory, Include human capital key element suggesting that and essential productive factors theory guiding significance.Chapter three-Priority analyses circumstances and problem been confronted with by An Shan City talented person team construction middle. At present, the problem in the Anshan city of person talented team is seriously. For example, the overall quality that the talented person team builds is not good; the structure that the talented person team builds is comparatively unitary; the government and the market force are not very good bring into play and so on..There are some reasons of the problem of talented team. First is have not build modern exploitation of intellectual resources pattern. Second is have not form correct servant concept.The third is obvious abuse of management system. The last is functional departments is short of a coordination, does not form a resultant force.Chapter four-The suggestion about how to build talented person team.. The first is strengthen personnel training. The second is make the correct direction that the talented person team builds clear.
