Human resource is the most important resource of all the resources, known as "the first resource". And the talent resource that we usually said is the part of human resources in higher level. It is one of the important indexes to measure the comprehensive strength of a country or a region, the dominant force of fast and healthy development of economy and society and the main carrier of the first productivity. Since twenty-first Century, the talents play a decisive role in the development of human society, and it is directly related to the core competitiveness and sustainable development capacity of countries and regions. So the key of the competition is the competition of talents.In the past ten years, Ordos as a main position of development and construction in Inner Mongolia, firmly grasped the opportunities of the development of the western region and the westward of the national energy strategy, promoted the process of the city wealthy and strong. The economic, social, cultural and other fields have been changed in turn the world upside down. However, since2011, faces with the impact of the financial crisis, Ordos the same as other energy city faces the industrial structural adjustment and transition of development. And in the process, talents is an important factor that supports structure adjustment and development transformation, but Ordos is short of talents. Therefore, we must establish a branch of talents team that meet and adapt to the development of all the fields in Ordos.This paper combines Ordos talent information and data, and through literature research, data analysis and other methods to show the current situation of the development of Ordos talents. The paper analyzes the problems of talent team construction and the causes, then combines with the actual situation of Ordos to give the further strengthening suggestions on the talent team construction.
