Teachers'Practical Knowledge is a well-established resource, which is actually applied in teachers'practice, and it represents the understanding of education. However, the knowledge has not been discovered, combed, shared and created in a better way; teachers'practical knowledge is in an'Aphasia' position. The professional development in a single school has been unable to satisfy the individual development of teachers and school development by leaps and bounds.Teacher development must break the restriction of single school and extend to inter-school collaboration or regional collaboration when faceing the dilemma. The construction of teachers'practical knowledge and teacher development in school cluster is just proposed as a key research in this situation.Increasingly sophisticated information technology is building blocks for our study. Learning community and virtual learning environment have been established in school cluster, achieving an extension of school-based training, sharing quality resources and promoting high-quality collaboration. It also makes a contribution to teachers'practical knowledge accumulation and regional education development.We complete the following job by using some methods like literature research, survey research, action research, development research and so on.First of all, we are trying to organize'Jinhua Normal College Affiliated Primary School Cluster'. The cluster is origined from a teaching and research community, which is combined of Jinhua Normal College Affiliated Primary School, WuCheng Primary School and Jinhua HongHulu Primary School. The cluster takes advantage of the dominant schools, teachers and resources to help accumulating teachers'practical knowledge, and supports a wider range of school and teacher development. This is the first issue about staffs in school cluster. Secondly, a learning service support system is designed for online teaching and research and practical knowledge accumulation in school cluster. The construction mechanism of teachers'practical knowledge are'teaching reflection' research,'teaching experience'research, 'peer coaching' research and 'professional leading'research, it's also the basic idea of our study. Collaborative group, blog reflection, collaborative lesson preparation and case studies are recognized as effective teaching and research practical tools. This is the technical issue should be addressed.Again, our study design the online teaching and research project, and implement the practical knowledge accumulation activities combined of traditional and network manner, integrating with the daily work of teachers and schools. According to the analysis of 'primary language teaching and research activity','primary mathematics teaching and research activity' and 'Mr Yao's personal blog'and so on, we generalize an innovative approach of teaching and research. In addition, we should reflect the successful experience and problems carefully. This is the issue about participation of teachers.Finally, we summarize some results and innovation in our study. Conceptually, the school cluser integrates the real schools and teachers, and the virtual community. A learning service support system has been implementing for online teaching and research. In practice, we carry out a series of teaching and research activities, taking Jinhua normal college affiliated primary school as the core. We have achieved an innovative model of practical knowledge construction, and realized teachers'practical knowledge accumulation and development in the real and virtual way.
