Institutions, which is a concept with Chinese characteristics, is a national social welfare purposes in order to set up social service organizations, mainly due to country-led and organized by the State agencies or other organizations to use state-owned assets held by the state financial expenditure in support of education, science and technology, culture, health and other services of a social non-profit organization. During the social development and construction, public institutions have a pivotal position.Educational institutions as an important part of public institutions to undertake the enormous education project benefiting 800 million people in China, its importance is obvious. Educational institutions and institutions compilers staffing accounted for more than half of the total, as a result, how to better manage and control a large staffing team is a very real issue. In recent years, educational institutions in different regions have made a positive attempt to reform and introduce relevant policies and guidance documents. The nation has also steadily increased its investment in education, financial provision has gradually increased, at the same time we should focus on "cutting" in the staffing, take effective control method, and reflect the people-oriented, giving priority to efficiency.Therefore, how to control the number of the preparation of education institutions have a positive impact on the preparation of control. In view of staffing issues inherently subjective, this paper places emphasis on the objectivity of the research process. Data collection, involving the data mainly come from the Statistical Yearbook of Anhui Province and the municipalities, some of the data from regional field research, it is real and reliable; involved in analysis methods such as entropy, stepwise regression and principal component analysis method itself are all reflected in objectivity, including the empowerment and modeling the entire process; fitting and prediction results of the real objective.This paper based on the actual economic and social development in Anhui Province, the cities and counties development in recent years, and the key factors affecting the analysis of institutions, made use of the five typical cities data of 2004-2007 to analyze and appraise various factors on the educational institutions, with the objective of the program are two control methods for the preparation of volume and structure of regulation and control model of a preliminary exploration. Two kinds of programs described in this article each have advantages, the preparation of forecasts and the actual number of fitting better in solving practical problems that have a certain feasibility.
