Educational beliefs form in educational practice,and represent social ideology of the performance, different experts has its research angle that they form different education beliefs. The expert view is important, but also can not ignore the public spontaneously in daily life to the education awareness. The so-called public educational beliefs is refers to the people forms subtly including (experts and average person) under the daily life and the work background,which imperceptibly formed and retained in the individual mind on the educational activities of the main issues basic views and opinions. No matter right or not, it is preserved and its potential impact on people's views since then.In this study, the use of implicit within the paradigm of feature words, using factor analysis and variance analysis,304 teachers,914 parents of 1218 publics' educational beliefs are discussed.The results as follow:(1)Public's educational beliefs involved a wide range of factors,which can be summued up in six factors according to factor analysis.They are:educational methods, educational expectations, educational attitudes, educational values, education cognitive and conception of learning;(2) The most important concept of public education beliefs is "educational expectations", followed by "educational methods",Finally "conception of learning ";(3) In public's educational beliefs, educational methods, educational expectation, educational attitude and educational cognition dimension has the significantly difference in the gender; educational values, educational cognition and conception of learning dimension has the remarkable difference between teacher and general public;The educational method and the educational attitude dimension has the remarkable difference in public's age; educational method, education values, education cognition and conception of learning dimension has the remarkable difference in the educational background; educational attitude dimension showed significant differences on income.(4)Locus of control the public in general tend to internality. Locus of control levels in gender, occupation and age showed significant differences. Implicit theories of public education beliefs and its various dimensions and locus of control are showing significant negative correlation.
