This article is based on analysis of unexpected events of domestic and foreign scholars in colleges and universities, around the current type and characteristics of emergency research of Chinese mainland colleges and universities, focusing on the reasons,building of mechanisms,the concepts for unexpected events of colleges and universities.As the college management in response to emergencies, including unexpected incidents before, during and after the three stages, so their coping strategies and methods should also be run through these three stages, in order to deal with unexpected events in colleges and universities scientifically and effectively. In this paper, this article take three stage theories as the theory basis, take case law as main research way and in-depth analysis of efficient mechanisms for the incident principle and propose effective countermeasures. This paper is divided into four parts:The first part of the paper, about the main discussion of foreign scholars, and scholars from mainland China in the respective colleges and universities to sum up predecessors have achieved research results, and then look for a breakthrough in the problem I observed.The second part of the paper, through the "High School unexpected events" to explore the concept, analyze its characteristics, then scholars from colleges and universities at home and abroad the classification of incidents, summed up the type of colleges and universities emergencies.The third part of the paper, analyzes the causes of unexpected incidents universities and mechanism.The fourth part of the paper is to sum up concepts,principles and response system construction to manage emergencies in colleges and universities.The last part of the paper, from the system to build college student management strategy in response, through the first four parts of the analysis and discussion.
