The happening of unexpected mass incidents not only seriouslydamage the normal teaching orders on campus, but also endanger anddestroy social safety and stability. From the survey on the ideologicaland political status of university students in Shanghai and the analysis onthe safety status of colleges and universities, the unexpected massincidentes took place in China are of susceptibility and destructiveness,whereas colleges and universities are prone to ignore the prevention andmanagement of the unexpected crisis.The effective prevention of thepublic crisis is a kind of management that costs a little but achieves more.This thesis puts emphasis on the analysis of the social background andcauses in deep level of the unexpected mass incidents in higher educationinstitutions, and highlights the influences and impacts of this socialbackground and causes on universities students and crisis management.Aiming at problems arisen in preventing the unexpected mass incidents incolleges and universities, such as lacking awareness of potential risks,ineffective prevention of student psychological balance, weak campus culture construction, weakness in prediction and evaluation as well asearly warning and emergency plan, this thesis proposes that by puttingpersistence in prevention at first, strengthening awareness of risks,sticking to people-oriented principle, enhancing intervention on students’psychological unbalance, insisting on comprehensive administration,constructing sound campus culture, upholding scientific attitudes,perfecting risk predicting and risk prearranged-plan system, persistingon rigid regulations and strengthening the team construction, we canultimately build a sound effective mechanism to prevent the unexpectedincidents happening in colleges and universities.
