Digitization city also named digital city, is a new concept, which is a result of the rapid development and application of internet-based information technology in these years. Electronic government affair, a part of digital city, is the important element for the information technique construction of our government. As the continuous development of electronic government affair, in the routine affair, the amount of data, that need to be processed, also incresses sharply. The distribution data process technology can smooth the contradiction between tremendous data and incapability to undertake independently the computing task with the existing computing devices.For the characters of heterogenous and the distribution provied by Java language, it is considered to be an excellent platform to build a application system for enterprises, especially for developing the distribution application programs. J2EE represents the latest abstract concept in the Java family with strong distributive process ability, and its Rmi, Jini and JavaSpaces technology provide stable basis for heterogenous distribution computing enviornment. In this paper, the Jini-based distribution computing techniques are deeply explored. And the main work and achievements are shown as follows:Firstly, the concept and framework of digital city and electronic government affair are analyzed and discussed. According to the special function moduls and data types, a distribution data process model and main system characteristic for electronic government affair is founded. Secondly, the Jini-based distribution computing environment is introduced in detail. And with the its key technology, the distribution data process model for electronic government affair is built. In the task assignment for model, data partition and synchronization and communication scheme is discussed.Thirdly, based on the model, a distributive computing environment is implemented and the detail about system design and relevent classes and libraries are introduced.Finally, at the end of this paper, with practical example, the performances of distribution-based computing model is comprehensive discussed. The example shows that this enviornment can process effetively distribution computing in the complicated systems, and at the same time, it verify the feasibility and practicability of distribution data process.
