| "Healthy China" was firstly mentioned in Government work report in 2015, then the 13th Five-Year Plan also wrote" healthy China "into planning for the future. It can be seen that the government pay a high attention to the people’s health.But in order to achieve the goal, medical security system should be improved, and the vital part is health care system. With the development of the medical reform, medial security has being gradually improved.In recent years, government and social scholars more and more pay attention to the effect of medical security system, including the medical security system efficiency evaluation.For the evaluation of medical security system in the international organizations and developed countries has made many beneficial attempts, so this paper first carries on the summary of foreign medical security system evaluation.Besides, it also sort out the history of evaluation among Chinese scholars.Nest, this paper definited and classificated the concept of efficiency of medical security system.And according to the medical security system of its own characteristics,it designed evaluation framework to evaluate the efficiency of China’s medical security system, using the index system and mathematical statistics in the previous basis. The result show that although the increase in life expectancy, but the prevalence also increase; although the medical insurance compensation in 2013 has reached about 990 billion but the rural and urban residents (including urban workers) per capita actual compensation rate is less than 30%, etc. By using the method of mathematical statistics (Data Envelopment Analysis) analysis show that efficiency of the medical security system of our country from 1993 to 2003 is falling, and after 2003 is rising; provinces in 2013 the efficiency of distribution, Beijing, Shanghai, Zhejiang, and other nine provences is effective, the others are not efficiency, data envelopment analysis method give the movement score to improve.Therefore, the government should define its own responsibility clearly, and optimize the allocation of resources; medical service institutions should continue to improve the quality of medical services; individuals should be rational medical treatment, using the fund of medical security reasonably. |
