The Efficiency Of China's Medical Insurance System

Since reform and opening up, in order to adapt to the socialist market economic development, our government has carried out a series of reforms in medical security system and has made great progress. With a series of ideas of the"people-oriented, harmonious society"been proposed,"Livelihood"were incorporated into the focus of the work of the party and state. As the most important problem of"people's livelihood", medical insurance system reform has become a national policy and a topic of all the people. At the same time, China's market economic system needs to create a medical security system as soon as possible. Therefore, how to evaluate the status of China's medical security system and analyze the medical security system becomes an important problem.The efficiency of the medical security system directly reflects the effectiveness of health care system. If the efficiency is too low, it not only affects the effectiveness and fairness of the security, but also causes a waste of resources. So I believe that it is important to improve the efficiency of our medical security system for a perfect and complete medical security system under a condition of limited resources. Through our comprehensive analysis on our health care system efficiency, we want to make suggestion on how to improve the efficiency of our medical security system to promote the health care system reform.At past, the research on efficiency of medical security system is mostly limited to the debate on priorities between efficiency and fairness. This paper mainly studies the efficiency of the medical security system, and gets efficiency which is combined with fairness. On this basis, we introduce the theory of Nicholas ? Barr (2000) about the three aspects on security efficiency of welfare state: macro-efficiency, micro-efficiency and encourage efficiency. Because we can get more data on macro-efficiency, and the study on macro-efficiency is more related to our macroeconomic policy, the analysis on macro-efficiency will be the most important part of this paper. According to relevant statistical data, we will make qualitative and quantitative analysis on China's macro-medical security system efficiency, and discuss the micro- and encourage efficiency combined with China's status. By comparison and analysis, we can get the problems of our medical insurance system and learn foreign experience. At last we will make some suggestion for reference.
