Research On CAHS Technology Evaluation Framework Of Canadian Academy Of Health Sciences

The science and technology evaluation is one of the significant method in the scientific research management, and it has the function of orientation leading, dynamic monitering, resource allocation, etc. The activities of science and technology evaluation should be regarded as a systematic project, calling for an implementation with the guide of a scientific and reasnable logic framework, which requires all-dimensions measurement of science and technology innovation investment, the comprehensive consideration of recent outputs, medium-term outcomes and long-term impacts, the constantly optimization of the evaluation index and perfecting the evaluation system.In the field of medical science and technology evaluation, there is few of systemic, instructive and admitted evaluation frameworks or evaluation systems for China or the PLA, which take the medical scientific research institution as the main object. Therefore, learning and drawing lessons from the foreign relatively reliable science and technology evaluation framework should contribute to broadening our horizon in medical scientific research evaluation, and constructing our medical science and technology evaluation framework, with the characteristics of China, especially the PLA, in a more systematical and round way.Based on the systematical research and analysis of the 14 science and technology evaluation frameworks in Rand’s report, this paper focused on 6 of them and and found that CAHS science and technology evaluation framework in Canadian Academy of Health Sciences takes the medical scientific research organizations as the evaluation objects, its evaluation content include an evaluation of the inputs and outputs in the scientific research, there is few of systematical research and analysis of CAHS in China, and the relatively reference materials are comprehensive.Thus, it calls for an further research of CAHS, and referring the design of the whole CAHS framework and the index is quite necessary.In this thesis, research methods of including information collection, literature research, systematc analysis, concluding and comparison were used. The research content is divided into four parts:Firstly, dissecting the characteristics of CAHS form the aspects of objective, scope, methods and data; Secondly, analysising the functional structure requirements and the logic model of the CAHS framework, based on the relation between framework founction and envirament demands. Thirdly, presenting the whole index system by unfold the impacts of health scientific research, including the expansion of medical knowledge system, formation of scientific and technological innovation ability, support of health management decision, enhancement of the level of public health and promotion of economic and social development. Forthly, by comparing with the CAHS evaluation framework, this paper proposed to innovate medical research evaluation theory with consideration of characteristics of PLA, construct orientation and index systems of medical research evaluation and give other advice. And finally, research conclusions in this paper would promote medical evaluation in PLA more scientific and standard, and provide an rational reference for building or comleting the medical science and technology evaluation framwork.
