India,located in southern Asia and in the center of the Indian Ocean, is one ofthe largest countries in the South Asian subcontinent. Because of its geopoliticalposition, so if India want to achieve the dream of the big countries, its maritimestrategy will definitely have an important part in the rise of India’s foreign strategy.With the growth of the Indian naval forces as well as its intention to attempt tocontrol over important strategic roads in this region, especially in the21st century,India treat China as a competitors and a threat to dominate the Indian Ocean, and so itfrequently try to affect its expansion to the south China Sea region. The action ofIndia must be to give some impact to China and bring pressure on China’s maritimesecurity.In this paper, on the basis of previous studies, I tried to discuss Indian maritimestrategy since India’s independence from the geopolitical point of view, and tried tomake a historical ande dialectical analysis of India’s maritime strategy and proposedsome countermeasures to China. The paper consists of four sections: the introduction,text, conclusion and references, and the text is divided into four parts:At the first chapter, I firstly made some discussions of all in the related theory ofgeopolitics, then I observed India’s geographical location and geopoliticalenvironment and tried to analyze the impact of geopolitical factors when India dealwith the international relations and the international behavior.Secondly I investigated the formation and evolution of India’s maritime strategyfrom a historical perspective and analyzed the change of understanding of the oceanin the history of India. According to this I tried to get a more rational andcomprehensive understanding of the historical evolution of the Indian Ocean Strategy.At the third chapter, I examined the development and changes of the IndianOcean Strategy after the Cold War, analyzed the target、 composition andembodiment of Indian Ocean Strategy in the new centry. I focused on its threecompositions and characteristics and tried to make some dialectical analysis about itsachievements and the existing limitations. According to this I tried to make to a more rational, scientific understanding of the new changes in India’s maritime strategy inthe new era.At the last Chapter, I discussed the impact to China,especially the three aspectson the Chinese construction of a secure channel in the offshore oil、the strategy ofgo-to the Indian Ocean and the Sino-Indian relations. After that I tried to make somesuggestions to this.
