Since ancient times, China attaches great importance to the problem of moral construction of public servants of the state, to constrain the official’s words and deeds, through the development of rules in recent years, anti-corruption efforts is strengthened gradually. In fact, the "official moral" one word is not of recent origin, as early as in ancient China, thinkers have formed their respective understanding of officialdom, including known as the "governing by Morality" and "people" thought. We have to study Mencius and Chuang-tzu are living in the social environment of the Warring States hegemony, through their own experience or the front or side to express their unique views on an official road not only that, this is their pursuit for the ideal of human morality. This paper attempts to first by quoting Kong Zi, Lao Zi two saints official morals thought, to analyze the officialdom, Mencius and Chuang-tzu from the view of development and inheritance, in the study of Mencius and Chuang-tzu’s thought, starting from the connotation of its own ideas, through their personal moral values of expression and the pursuit of the ideal the personality of the transition to their views on Ideological and moral construction of officials, extracted from the Mencius and Chuang-tzu’s official moral ideas, creative and inspiring. Mencius in succession based on the idea of Confucius, fusion of the Warring States period background, mostly from the front to give the authorities the incentive or criticism, in order to let the feudal monarch and scholar officials realized the importance of the people, in the process of governance incorruptible justice. Chuang-tzu inherited the basic thought of me, with the essence of traveling the world thought, further from the side of fables and sarcasm in criticizing the current affairs, in fact, Chuang-tzu is not ashamed of official and reverse thinking precisely reflects the moral thought its deep officer. Mencius and Chuang-tzu represent two different political thoughts of Confucianism and Taoism, the solution of social problems have own realization ways, they represent the interests of the group also has the very big difference, but they understand the nature of an official road and have similarities, all thought connotation of Confucianism "Saint outside the king" embodies the mutual mastery. In this paper, through the study of the political thoughts of sages, absorb the beneficial ingredients from Confucianism and Taoism in traditional culture as the main body of the China,to inspired today’s official incorruptible, fair, selflessness,and dedication;at the same time, to compare the Mencius’ and Chuang-tzu’s thought from the angle of officialdom, but also for the Mencius’ and Chuang-tzu’s thought given the characteristics of the times.
