| Under the background of economic globalization and knowledge economy, regional innovation has become he main power of the growth of regional economic and the regional industry development, and one of the key factors that will decide a region’s economic and social development. In the increasingly competitive pattern, all of the country are building their innovation capacity. And Shandong Province which is a province at the China’s eastern coastal areas, always has the advantages of location and policy, and economic foundation is good. And in recent years, according to the China’s regional innovation capability report, Shandong province is located in the sixth, which means the regional innovation capacity of Shandong Province is relatively strong across the country. But the innovation capacity between the east region and southwest region and northwest region is not balanced. Therefore, to analyze the status of the regional innovation ability show around the city in Shandong province, and discuss the spatial differences of regional innovation ability in different areas, and puts forward some strategies have important practical significance and theoretical value to take advantage of existing resources of science and technology, and promote regional innovation ability, and change from the big province of science and technology to a strong one.This paper expounded related literature of regional innovation ability at first, and then introduced the related concepts and theoretical basis of regional innovation ability. And at the empirical part, after the analysis of the current situation of regional innovation capability of Shandong province, indicators that was used by previous research were filtrated that using the maximum correlation method and coefficient of variation method. And then constructed the evaluation index system of regional innovation capability of Shandong province from the Angle of input-output. Then the quantitative evaluation has done using the factor analysis of 17 cities in Shandong Province from 2006 to 2012 the on the regional innovation capability. On the basis of the results of factor analysis, using the method of spatial auto correlation three time node was selected to analyze the spatial differentiation of regional innovation capability of Shandong province and its changes. According to the above results, polarization and regional innovation in Shandong province were identified to explore. After analyzing the transverse difference of 17 cities in Shandong province, the differences on type were studied which could show the level of regional innovation ability as well as the existing problems more clearly around the city. Finally some suggestions were put forward.The study found that: the first one, in recent years, the changes of 17 cities in Shandong Province’s regional innovation ability is not significant, and Qingdao, Jinan and Yantai respectively locate in the top three. The second one, the regional innovation capability of Shandong province present a pattern that the east is better than the west t on the space, and the Jiaodong peninsula is a regional innovation cluster area of Shandong province. The third one, there is a polarization on the regional innovation of Shandong Province, and Qingdao and Jinan become two poles of innovation in Shandong province due to their historical innovation comprehensive score is much higher than other cities. The fourth one, the analysis of the driving force shows that, Jinan, Qingdao, Yantai and Weihai are comprehensive type;and Zibo, Dongying, Laiwu and Binzhou belong to industrial technology type; and Jining and Linyi are knowledge type; and Weifang, Dezhou, Liaocheng, Zaozhuang,Heze and Rizhao belong to policy guidance type. Therefore, to strengthen cooperation, integrate the resources, Strengthen the government guidance and improve the environment can improve the regional innovation capability of Shandong Province. |
