Cultural industry, as the hot issues of multiple subjects including sociology, economics and human geography is important aspect in today’s world economic development; the so-called soft power construction mainly embodies in cultural construction. For China, Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Comprehensively Deepening the Reform was adopted at the Third Plenary Session of the 18th Central Committee of the Communist Party of China on November 15,2013; the Decision points out that China shall take the establishment and improvement of the existing cultural market system as the important reform tasks closely related with cultural power, cultural system reform and the system of socialist core values, and enhance the status of cultural market system and the industry development in China’s economic development.At present, in the case of constant improvement of market economy mechanism, the spread of culture industry, consumption and the production of cultural products cannot be separated from the market. Since the 16th national congress of the CPC, the CPC Central Committee has began to pay high attention to the construction of cultural market, and since then, the market is docked with the cultural resources, and forms the basic building of the diversified cultural industry development in China. Talent, copyright, property right, capital and other key elements also develop rapidly; the traditional model of originally regional blockade and urban-rural division of culture has been broken; the reconfiguration of cultural resources have begun to take effect.The study conducts analysis from the small aspects of driving force and competitiveness of the development of cultural industry in the process of cultural construction. For driving force, panel data model is built with China’s cultural consumption as the dependent variable; influence factors and driving mechanism of cultural consumption are sought. For competitiveness, factor analysis model is established and Sichuan regional competitiveness of cultural industry development is analyzed. Then, based on the study of the two aspects, the development path and policy suggestions of modern cultural market system in Sichuan province are proposed.Based on the realization of the objective of the study, the following conclusions are reached:(1) The analysis of the present situation and characteristics of cultural industry at home and abroad indicates that China’s cultural industry development is not obvious in the development of world culture industry; despite of the rich cultural resources in Sichuan, its development level also remains to be further improved.(2) The driving force model analysis of the development of cultural industry based on panel data shows that the top ones are as follows according to the order of the influence of per capita cultural consumption:urban residents’per capita cash consumption, urbanization rate, urban residents’ per capita disposable income, family size, Engel coefficient, etc.; it can be inferred from the above several indicators that the major cultural consumption group is urban residents, rather than rural residents; after all, the development of cultural consumption results in the development of urbanization and unban progress. The latter several indicators on the cultural consumption influence include per capita GDP, rural residents’per capita disposable income, culture fixed assets investment and rural residents’per capita consumption; it shows that the rural residents have little contribution to the cultural consumption’especially rural residents’ per capita disposable income shows that rural residents do not gain economic benefits from "cultural consumer market".(3) The competitive analysis based on the development of cultural industry in Sichuan province shows that the factors influencing the competitiveness are mainly the development of economy; the development of the cultural market is the development of economy in the long run; followed by are the development of cultural undertakings itself and the culture transmission as well as the development of cultural industry factor driving force employment.According to the comprehensive scores of cultural market competitiveness of various cities (prefectures) and combining the actual situations of Sichuan province, Sichuan province can, can be divided into six competitive areas in turn. For the first kind, the comprehensive scores F>1.0; only the modern cultural market development ability score of Chengdu is 2.1785, showing that Chengdu has the strongest modern cultural market development ability. For the second kind, the comprehensive scores F is 0.2~1.0; the regions include Panzhihua, Mianyang and Deyang city and they have stronger regional cultural market development ability. For the third kind, the comprehensive scores F is 0.0~0.2; the regions include Luzhou, Leshan, Zigong and they have medium to high regional cultural market development ability. For the fourth kind, the comprehensive scores F is -0.2~0.0 and the regions include Neijiang, Yibin, Meishan, Ziyang, and Ya’an. For the fifth kind, the comprehensive scores is between-0.4~-0.2; the regions include Aba Prefecture, Liangshan Prefecture, Dazhou, Suining, Guangyuan, Nanchong, Bazhong, and they have low regional cultural market development ability and construction level. For the sixth kind, the comprehensive scores F<-0.8; the regions include Guang’an, Guangyuan and Ganzi Prefecture and they have the lowest regional cultural market construction ability level and poorer development ability.(4) Based on the analysis of the driving force and competitiveness, the study finally holds that Sichuan province should first develop the cultural industry, promote modern culture towards thought of marketization development and policy requirements and introduce foreign culture and industrial chain development model, then explore the unique local cultural resources, form the culture industry with local characteristics and also speed up to perfect the system design and policy arrangement of culture market system in Sichuan.
