After the Anti-Japanese War broke out, the fire of the war spread to Shanghai quickly. Initially the Japanese invasion made bombing indiscriminately in Shanghai, making Shanghai textile industry damaged seriously. And after the Japanese occupation of Shanghai, they intended to get the complete control of Shanghai cotton yarn. In order to control the cotton yarn of Shanghai, the Japanese invasion of China controlled textile factories of Shanghai firstly by" military management" approach so they can intercept cotton yarn from the source. After that, they cut off the communication of cotton between Shanghai and its surrounding area in an attempt to control the cotton yarn from the production and raw materials. During this period, Japan relied on military force mainly to control the cotton yarn of Shanghai.With the changes in the World War II, Japan gradually bogged down. In order to put down its policy called "Control China by China", one puppet regime was set up in which Wang Jingwei was the chairman in support of the Japanese invasion of China. Japan wanted to use the puppet regime to assist its aggression against China. However, after the establishment of the regime of Wang, it was eager to establish the legitimacy of their own so the new regime required the controlment of goods from Japan. Due to the elongated battlefront, Japan dependent on the Chinese goods more also hope to use the puppet regime to assist its plunder of strategic goods, so Japan began the decentralization of power to the puppet regime. Cotton yarn became the people’s hedging products coping with inflation in Shanghai. In order to control cotton yarn in Shanghai, Japan instructed the puppet regime to implement a policy of coercive buy for cotton yarn of Shanghai. However, due to the contradiction between Japan and the regime of Wang, the limited ability of the puppet regime’s and the secret boycott action from Chinese businessmen and people, the behavior of coercive buy can’t achieve real successes. From the the final data of acquisition, the results are very bleak. In fact, the controlment of cotton garn in Shanghai by Janpa and its puppet regime suffered failures.
