Modernization of grassroots governance is an important part of China’s political system modernization. Based on the previous studies and perspective of regional history, this article carried refine research on grassroots political changes in Chuxiong late years by taking Chuxiong for example to illustrate the history and influence of modern state power and penetration has extended to the grassroots.This paper is divided into six parts.The introduction combed and summarized the main researching area for this article, the value of this selected topic, research significance and the main research achievements related to this topic.The first chapter mainly introduced the rise of modern Yunnan Tuanlian in Chuxiong region. First of all, from the perspective of Yunnan province,combed the reason why modern Tuanlian rises, its time,function and evolution, then emphatically narrated the Tuanlian’s impact on Chuxiong region, then has an overall understanding of the modern background of Chuxiong grassroots political change.The second chapter reviews the police and local self-government implementation situation during the end of the Qing Dynasty in Chuxiong area. By combing the layers on top-down policy and local self-policing of New Deal, and researched the policing implementation of local autonomy in Chuxiong areas, and analyzed the elements that constraints the implementation of policing local autonomy.The third chapter mainly combed from the first year of Republic of China (1912) to the Republic of China,the eighteenth year (1929), the implementation situation of Chuxiong local autonomy,the formation of local defense bureau groups and their functions in grassroots.The fourth chapter nineteen years (1930) to Yunnan Peaceful Liberation (1949) is divided into before and after the two Chuxiong grassroots political stage, discusses the evolution of this period in Chuxiong Prefecture in grassroots political process. In the previous stage, Chuxiong side actively promoting local self-government, self-defense force one side to re-adjust the grassroots.
