Local Autonomy And Social Transformation

Taking "Tianjin council in the later stage Qing Dynasty" as the object of the research, this paper elaborates the establishment, the organization, the regulations of Tianjin Council in the later stage Qing Dynasty, under the theory of local autonomy and social transformation. Then, it dives deep into the effects caused by Council in Tianjin and the Council’s own shortages. Constrained by the conditions of the tines, Tianjin Council has various defects, but the establishment of Tianjin Council has positive significance to the development of the society, such as, it improves local gentry’s understanding of modern democratic politics, strengthens the consciousness of political participation of gentry and promotes the city and political construction of Tianjin.This paper can be divided into four parts:At the first,it introduces the establishment of Tianjin county council in the chapter one, that includes the election condition, the election process, participation of public, the council authority, council members of Tianjin council and so on.The second,it mainly analyzes the Tianjin County Council to promote the local autonomy of Tianjin. It found that council makes a series of efforts for the local autonomy and achieves remarkable results, through historical research on the conference decided cases. It is mainly includes solving the people’s hardship, raising autonomous money, helping the municipal construction, maintaining the social public interest and so on.In the other side, the shortages of council are analyzed. First of all, from the failure of the Council tried to get the taxing power for two times, it analysis that the Council will not make greater achievements without independent financial right. Then, from the conflict of the Council and the telephone office because of the Yuanhui nunnery real estate, it analysis the status of the Council at that time, and the hardships of the Council actively fight for the rights. Finally, from the congressman’s resignations and the absence of meeting for no reasons, this paper describes the congressman’s attitudes towards the Council.The conclusion summarizes the properties of the Tianjin Council, the Council’s role in the development of modern Tianjin and the defects of Tianjin Council. Through the whole analysis on the Council, it provides the reference for the current social development.
