With the popularity of smart phones and 4g network coverage, smart phones have already infiltrated into all aspects of people’s daily life, also quietly changed the way of learning. In the process of international Chinese language’s promotion, a new way of studying used by mobile phone APP causes us to think:How is the APP used in learning Chinese as a second language? What do the students or teachers think about those APPs? What is the prospect of those APPs? This article attempts to find the problems and put forward the proposals by two aspects which are Chinese learning APPs and users" experience, through description and classification of the Chinese learning APPs and questionnaire investigation among the teachers and students in the certain Philippines Chinese schools.This article is divided into three chapters except the abstract and conclusion.The first chapter mainly discusses the application of mobile phone in the international Chinese education. The first part introduces the application of information technology in the international Chinese education and has a review of the process of information technology used in the international Chinese language education by multimedia technology to the network technology to mobile application software.The second part classifies the present APPs of learning Chinese as a second language into four categories which are Chinese characters, Chinese pronunciation. Chinese vocabulary and Chinese pragmatics. It also introduces and analyzes some typical mobile phone Chinese learning software. Overall mobile Chinese learning software auxiliary function of Chinese learning is worthy of recognition, but the currently the quality of these APPs is not good or professional enough. The form and content of the APPs used in Chinese learning need to get union perfectly.The second chapter takes the form of questionnaire to investigate students and Chinese teachers among some Chinese schools in the Philippines, and has found that teachers and students in Chinese school of the Philippines are familiar with mobile phones Chinese learning software, they think Chinese learning software on the mobile is helpful for both teaching and learning Chinese. But they only use single type of software, confined to the translation software. Philippine Chinese teachers and students is generally believed that the quality of mobile APPs in learning Chinese is too low. on the contrary the price is too high.The charge directly affect the audience’s breadth of the software. Survey also found that both Chinese volunteer teachers and native Chinese teachers is lack of the consciousness of teaching Chinese as a second language, consciousness and the ability of using cutting-edge technologies and ideas are yet to be improved. The survey also found that although in some international metropolis in the promotion of Chinese international education has made gratifying achievements, but in smaller cities will be expected to further efforts.In the third chapter, the problems occurred in using mobile APPs for Chinese international education were summarized. The first part will discuss some issues which need to be paid attention to advantages and disadvantages of the APPs. The second part is some suggestions toward those issues. The author thinks that mobile software developers should pay attention to the user experience and friendly human-computer interaction, and design and develop some Chinese language learning APPs which will truly meet the demand of learners by combing the theory of teaching Chinese as a foreign language with mobile phone software development technology. As the leader of international Chinese language education promotion. Confucius institutes should make full use of network massive learning resources and the Chinese volunteer teacher in the front line of teaching resources to develop free personalized mobile Chinese learning software based on the practical demand and independent research of learners from each country. The Confucius institutes can launch its own mobile phone client using vast Chinese learning resources on its website and existing group of learners. It can create a mobile social APP where learners from all over the world can learn Chinese and communicate from each other. Finally as a line of Chinese international education promotion enterprise workers, volunteers, both local Chinese teachers and Chinese language teachers should be armed both theory and practice skills. All the Chinese teachers should try their best to use all available information resources and technology and have the courage to try all kinds of teaching methods to enhance the enthusiasm of students learning Chinese and improve the efficiency of Chinese learning.
