“Sinan mandarin” is the “local mandarin”, which is also called as “interlanguage”. In the phonetics system of “Sinan mandarin”, there is both obvious taste of Sinan dialect and bright expressions of mandarin pronunciation. The character is transitional mandarin. Based on basic points of experimental phonetics, this paper firstly establishes comparative frame separately between Sinan language, “Sinan mandarin” and phonetics system of mandarin. In terms of theory, similarities and differences among three are discovered. Secondly, specific recording samples collected are applied to perform experimental analysis. On basis of contrastive analysis of voice map, results are contrasted through data, and universality and individuality on syllable onset, syllable rime and tone between “Sinan mandarin” and mandarin are described. Especially for those differences, understanding and exquisite interpretation are performed. For example, there is separately no difference between “level-lingual and cacuminal” and “nasal and lateral” for syllable onset of “Sinan mandarin”. [???], [??n] and the second rhyme [?] vowel of syllable rime are habitually fallen off. It finally shows that Sinan mandarin has higher consistency than that Sinan dialect in the initial and the final. While in regard to tone, it is more approximate with mandarin.In the experimental analysis, this paper adopts Praat voice software, and comparative scientific acoustics experimental graph is obtained. By contrasting and understanding series data of acoustic graphs in detail, the fact that distinction is made on “imperfection” or “inaccuracy” for differences between Sinan mandarin and mandarin. This scope could not clearly be identified by human ear, which is a problem in the mandarin teaching and manual testing. However, by contrasting experimental voice map, the limitation of values of “imperfection” and “inaccuracy” is specified. For example, there are a lot of noises and fills in the [?] sonogram of Sinan mandarin, and envelopes of wave curve are quite in order. The frequency of resonance peak of vowel F1, F2 and F3 is separately 300 Hz, 1400 Hz and 2800 Hz, and distribution is homogeneous, which fully reflects the tone color of [s]. This kind of data will present “inaccuracy”. However, scope of frequency of intensity frequency area is around 4000 Hz, and fills will disappear as lower limit is about 1600 Hz and are in upper points between F2 and the middle between F3 and F1. For this kind of data, it shows “imperfection”.
