The Tibet Empire is an unprecedentedly flourishing historical period in Tibetan history. The founder of this great Empire is Songtsan Gampo. King Songtsan and his paternal grandparents pushed that period to reach the pinnacle of ancient civilization of Tibet plateau. But this strong imperial court was just rising from ground so that King Songtsan needed to develop and strengthen the imperial power urgently. King Songtsan finished a series of restructuring measures with absorbing new knowledge. Firstly, He moved the capital city to “Rasa”. Secondly, he unified Tibetan written language. He also established all kinds of systems in Tibet and achieved good results. During the period of his rule, he established office system, Allies system, military system, legal system and so on. Especially, the legal system that King Songtsan established laid a solid foundation for the comprehensive development of Tibet society. “development of legal documents indicates that Tibet society was transferring from personal dictatorship to hierarchy dictatorship. The phenomena of taking emperor’s order as law was gradually taken over by written will of every social class level. This phenomena is a progress of society and a manifestations of civilization”(Wang yao, 1983). the Six Statute Book is the first statutory law in Tibet history. Its emergence symbolized that Tibet society transferred from one-person centralization to hierarchy centralization. the Six Statute Book can help us understand and analyze more about Tibet imperial period society. The law can also provide significant basis for scholars to further understand how the ethnic personality and characteristic of Tibetan established in the river of history, and to improve the Autonomous Rule for Minority Concentrated Region and ethnic policy.This thesis refered to Tibetan historian resources which written during the 12 th to 16 th century, such as lde’u chos ’byung by great scholar lde’u and dba’ bo gtsuk lag phreng ba’s mkhas pa’i dga ston and other related Chinese resources as well. This thesis also used a lot of researches connected to history of Songtsan Gambo’s period, and combined them with literatures about Tibet imperial period social politics and legal documents written in modern times. This thesis analyzed the historical background, concrete contents and characteristics of the Six Statute Book.This thesis consisted with three chapters. The first chapter discussed the general overview of the legal situation during Trisongtsan period. In this chapter the author discussed the historical background and the contents of the Six Statute Book. In the second chapter, the thesis discussed the comprehensive adjustment of the Six Statute Book during Trisongtsan period. It mainly covered the range of four sections which are administrative legal norms, civil legal norms, economic regulations and criminal legal norms. The third chapter discussed the characteristics of law during Trisongtsan period. It was summarized from three levels. The first was simplicity of the Six Statute Book, the second was the new stage when Buddhism firstly put in law. The third was the warfaring spirit throughout all period.The last part is conclusion. The thesis summarized the influences of the Six Statute Book on Tibet Empire’s development, the principle of establishing the laws and social norms in Tibet region afterwards. It also summarized the research results of scholars on the Six Statute Book. Pondering over how to make the Autonomous Rule for Minority Concentrated Region and related policy under communist law.
