Dilemma And Outlet - Ethical Perspective Of Charity Public Welfare In China

The element of charity has been discovered in social activities ever sinceancient China. Consequently, Chinese Act of Charity has quite a long history.But, a great amount of problems had been derived from its development.Therefore, establishing the moral principles in contemporary China is not onlythe need of the healthy and sustained development of China’s charity, but alsothe requirement of keeping our society steady and prosperous, which canaccelerate the construction of people’s ethics. The core of charitydevelopment in contemporary China is to annotate the moral nature of charityfrom a modern perspective, to promote its value, to call on to carry outcollectivism and the spirit of serving the people, in which, the specialties,basic needs and the ethic problems of modern charity can be reflected.This thesis begins its study from the nature of charity. Form the moral angle,it analyzes the difficulties of ethics in the development of modern charity,which states the historical and present features of our country’s charitydevelopment. Meanwhile, this thesis also expounds much on the socialvulnerable groups, which is the receiver of the charity act by introducing theirliving problems and living conditions. By doing this, the thesis tries to arousethe social attention and help on them. In the first chapter, the author tells themotivation and background of the study and also commits a literature reviewon this topic; in the following chapter, the author indicates the importance ofsolving the ethic problems in today’s charity by using the case study method inorder to offer the philosophic discussion and giving data-base materials to thetheories in the following chapters. In the third chapter the author explains theproblem of Chinese charity’s historical development and points out thecurrent obstacles, in which, the author will mention following aspects: thedilemma situation of Chinese charity system; the lack of charity influence;the incomplete legal support to charity act; the undeveloped administrationin charity affairs and so on. The forth chapter tries to present a thinking onthe problems found in the previous chapters; meanwhile, it also supplies somesolutions to these problems. These solutions include the strategies inconstructing the charity culture; the roles of government in charity; thecharacters of enterprise and individual in charity etc. After these discussions, the author hopes to make common people know more about Chinese charityand let the features of Chinese charity be made good use of.In the conclusion part, the thesis launch its findings as follows:(1) the ethicprinciples of charity must be understood by people and charity actions shouldbe committed under morals, so the practical society should meet therequirements of these principles (2) the practice of charity should cope withour country’s practical situations and the proper system and legislationsshould be set up(3)based on the practical value of charity, the research on charity’s moralprinciples should be under its social logical features and be arranged withChina’s practical situation (4) The government should be the push power ofcharity and charity should be put forward under the combination of thesociety and government, in which, the social factors should be the lead power.And this should be the trend of China’s charity development.
