The reports of the CPC's Seventeenth National Congress stressed that 'Improve the social security system by charity and commercial insurance for complement.'The party and country attach great importance to charity, I firmly believe that charity in China is very important.After the Wenchuan Earthquake, the hundreds of millions of people's philanthropy let China charity into a new era. Charity stream, tests the China charity system.After the earthquake, whether the government or non-governmental organizations, enterprises or individuals all use the way in caring dedication to the disaster area. According to the Announcement No.135 issued by the Ministry of Civil Affairs, by 2009, Feb.28, various circles of society at home and abroad have donated 760.22 billion yuan, this is a great amount of donation. In the Wenchuan Earthquake, charity and relief work showed some new features. Wenchuan Earthquake also can promote the management standard of funds and materials to a certain extent, promote the improvement of the charity system.Wenchuan Earthquake has made brilliant achievements in charity, but we unavoidable see some problems. Therefore, reform and reconstruction of the China charity system is imminent. To develop charity, promote social harmony, there must be a good charity system, at present China charity system is not perfect and has become the bottlenecks in the development of China charity. So explore and solve the problems is urgent.At present the whole society is stable and harmonious, but there are also many contradictions and problems. Facing the new situation and new challenges, the CPC put forward the construction of socialist harmonious society's important goals. World experience shows that developing charity, helping the difficult people, regulating the gap between rich and poor, enhancing the social responsibility and promoting social fairness play a very important role to the construction of harmonious social environment.Developing charity is benefiting the people and society, causing political civilization and social progress. It is the inevitable needs result of social development under the conditions of market economy. It moderates levels of social contradictions and conflicts, promotes social stability and development. Developing socialist charity is an important content in the construction of socialist spiritual civilization. However, to develop charity, promote social harmony, there must be a good charity system. At present, China charity development is not perfect that has become bottlenecks, so this article tries to discuss and solve China charity's problems. Believe this exploration has certain theoretical and practical significance.Based on the introduction of the general charity theory, Wenchuan Earthquake charity works exposed some problems as a starting point, this paper will explore existing problems in China charity.
