As a dominant regional power in Southeast Asia, ASEAN has played a positiverole in maintaining regional stability and promoting regional political, economic andsecurity cooperation. ASEAN not only has achieved integration within the region,established the non-interference rule in internal affairs, and maintain good interactionwith outside powers, such as America, China and Japan. The “ASEAN norms” spreadto East Asia security governance behavior, and effectively promote the South-Eastand East Asian regional integration process. This article from the ASEAN countrieswith extraterritorial history, current interactive talk, focus on cooperation betweenASEAN and its extraterritorial powers on regional security governance. The first partdiscussed the status of internal processes and external processes from both ASEANsecurity governance, and the institutionalization of the process towards the ASEANSecurity Community. Chapter II focuses on how to implement the ASEAN securitygovernance mechanism to extend powers outside the region, as well as the currentASEAN Regional Forum led by ASEAN and the second track diplomacy mechanisms,pathways and elaborate system of powers outside the region participated in regionalsecurity governance. Third part of article discuss the powerful countries how toimpact “ASEAN norms” and ASEAN security governance mechanisms. Part IVdiscusses the challenges ASEAN faced on security governance and integration in EastAsia.
