Nowadays, the information technology revolution has been changed rapidly.Network has penetrated into some fields, such as international political, economic,military and society, and has a profound effect on its development.With globalization and information promoting each other, network has beenintegrated into all aspects of human social life, which has greatly changed people’sproduction and life, and taken countries into an interpedently international system.Meantime, Network security problems are increasingly prominent.Particularly after ‘Snowden’ event, security issues of global network are on theagenda. And as part of the national security strategy, network security has beenaffecting SINO-US relations’ problems solving.As far as network security issues are concerned, there are different interpretationsfrom different perspectives. In this thesis, the author analyzes the internationalpolitical economy from the perspective of international political economy.Although there is no network security topic in the study of international politicaleconomy, the network security plays a very important role in shaping the new globalmarket and in promoting economic growth.There is no doubt that network has effects on economic growth more than thecapital as a dominant factor of production.The network, as a factor of production flow and movement, is bound to theinternational system, the relationship between the states, as well as national internalstructure and the political process with a corresponding impact.Network security is a topic to guarantee the security of network as factors ofproduction flow. Therefore, the author thinks it workable to analyze network securityissues from international political economy aspect.To analyze the Sino-US network security, the author first defines network securityand network security threat, and then organizes the Sino-US bilateral relationsdevelopment since the establishment of diplomatic.Defining the network security and organizing the development situation of Sino-US in the more than30years, helps to understand how network security affects Sino-USrelations, and why it suddenly becomes obstacles to the healthy development ofbilateral relations, which has become the problem to be solved between Sino-US.Afterwards, the author explains three international political economy theories forthe analysis of Sino-US network security: the interdependence theory, nationalismtheory and world system theory.China as a developing country and the United States as the largest developedcountry, two countries are facing some threats on the network security from the otherparty, or other countries, but security strategy of the two countries in the nationalsecurity is different.USA is more “offensive” in network security, while China is “defensive”. Twocountries are asymmetric both in control of network technology and ability of networksecurity.Faced with the asymmetric network security situation between the two countries,China and the United States have dealt with a new round of information technology inthe future, namely the era of big data, in order to be able to take initiative in futureeconomic development. This also has led China and USA to have to face the troublesin network security cooperation mechanism.With the change of the dominant factors of production, network security in theprocess of promoting economic development plays an increasingly important role,which can guarantee the institutional environment of good operation, technologyinnovation, and economic security.Two countries have already formed "the increasing mistrust and intensecompetition", under this situation, The United States is trying to maintain ahegemonic position, while China trying to rise in the international system with USAbeing a leading character. Two countries will do have interests of the game on thenetwork security...
