U.S.-China Economic and Security Review Commission (USCC) was created on October 30, 2000. And its purpose is to monitor, investigate, and submit to congress an annual report on the national security implications of the bilateral trade and economic relationship between the United States and the People's Republic of China, and to provide recommendations, where appropriate, to Congress for legislative and administrative action. U.S.-China Economic and Security Review Commission shall investigate and report exclusively on each of the following areas of China: proliferation practices, economic transfers, energy, regional economic and security impacts, the extent of access to and use of United States capital markets by the People's Republic of China, United States- China bilateral programs, the compliance of the People's Republic of China, freedom of expression, etc.So far it has sent 5 annual reports to congress (2000-2007). These reports reached the same conclusion. That is, based on their analyses to date, the Commission believes that a number of the current trends in U.S.-China relations have negative implications for the long term economic and national security interests, and therefore that U.S. policies in these areas are in need of urgent attention and course corrections.This paper first examines USCC's background, development after foundation as well as its commission members; then it proceeds to its cognition of China, analyzing the 5 annual reports. In the third part of the paper, it examines how USCC influences the Sino-U.S. relations. And then it puts forward its limitations towards America's policies to China. Although USCC holds negative cognition towards China, however, it seldom represents the mainstream opinion of America towards the relation with China. As the argument goes, the policy of combination between containment and engagement will still be the main direction of Sino-U.S. relations in spite of USCC's influence. Sino-U.S. relations are bound to be complicated and extensive. Constructive dialogues and cooperation will be always accompanied with conflicts and frictions in the process of Sino-U.S. relations.
