On The Application Of Grid Theory In Harbor Frontier Inspection

In the past years, during the process of construction of socialist harmonioussociety and service type government, harbour authorities have established systemicmacroscopic service strategy. However, the construction of long-term mechanism ofmicro governance structure has been constrained by the bottleneck effect. In otherwords, it has been difficult to get effective breakthrough in the optimization andupgrade of corporate governance structure and mechanism due to lack of internaltheory constrcution. The reform of governance structure of port inspection has beenplagued by many problems from practice to theory such as over-division ofdepartments, overlapping functions, poor communication, scattered resources, wastein police strengh, extensive mode in management, and inefficient supervision. Inrecent years, the gradual maturity of the city grid management idea which derivesfrom the "seamless government theory", brings useful inspiration for promoting thetransformation of governance mode of harbor frontier defense inspection.This thesis, beginning with the requierment of construction of service orientedgovernment to harbor border management, using literature analysis method, historicalanalysis, summarized method to domestic and foreign grid management review, sumsup the nature, theoretical basis, operation mechanism, and elements of the grigmanagement, extends its theoretical functions, illustrates the present situation ofharbor frontier defense inspection management, makes empirical analysis of theexisting problems and the causes of such problems in harbor frontier defenseinspection management, and makes a comparative study on city management andharbor frontier defense inspection management factors, explores the isomorphism, andthe feasibility of its application and transplantation. On this basis, the author putsforward the idea of introduction of grid management into harbor frontier defenseinspection management which is helpful for promoting the port inspectionmanagement mode from "extensive" variable "fine", from "passive" into "active".Simultaneousely, it provides feasible theories and practical direction for the innovation of border management and service, and effectively extends the applicationrange of the grid theory from the field of city comprehensive management toprofessional management, and enhance its application value.
