Research On Yunnan "Fuming Project" From The Perspective Of Equalization Of Basic Health Service

Blindness and visual impairment not only have a serious impact on people’s livesand health, but also aggravate the burden of families and society. Blindnessprevention and treatment have become the basic responsibility of governments allover the world. Blind people in China accounted for18%of the world’s totalnumber,there are about450000people go blind every year, and the cataract is themain factors of blindness，the incidence of this kind of eye disease is rising as theaging of the population. In order to fulfill our international commitments, our countrystarted to carry out the plan of free cataract operations, Yunnan province has alsocarried out large-scale free cataract operations （The Vision Recover Project）, theVision Recover Project was included in the basic health services and it plays animportant role in improving the quality of life among cataract patients in remote areaswith minority groups and protecting productivity. However, there still exists s seriesof problems during the process of The Vision Recover Project execution, such as lackof supervision and evaluation. Those problems partly damaged citizens’ right of basichealth services and the efficiency of public services.Based on The Vision Recover Project，public product theory and governmentliability, those issues (The financial input of the Vision Recover Project, cataractsurgical coverage rate, operation quality, the satisfaction of patients etc.)are analyzedin this paper. Therefore, some reasons which lead to problems during The VisionRecover Project execution will be found out at last. On the foundation of overseas’advanced experiences of blindness prevention, three suggestions are brought up. First,firm the willingness of avoidable blindness. Second, increase the input in equalizationof basic public health services. The last but not the least is to enhance policy buildingand complete the frontier PHC ability construction countermeasures and suggestions.This research provides important reference for equal access to basic health servicesand strategy of Eliminating Avoidable Blindness before2020in remote areas ofminority groups.
