Research On Equalization Of Basic Public Service In China

With the great development of productivity, the greatness of our country economy has made remarkable achievement. Rich people enjoy social economic development in the work, at the same time, we also saw all kinds of social contradictions which have been revealed between different regions and between urban as well as rural areas in our country, besides the income gap between the provinces is also growing. Urban and rural economic structure has long been restricted the development of the economy. Since China’s reform and opening up, economy developed rapidly, but at the same time, the gap between rich and poor residents become increasingly wide, basic education, health care, social security, public culture, infrastructure, ecological environment public services such as supply and demand contradiction is increasingly apparent, which to a certain extent, affects the establishment of the harmonious society in our country. Basic public service supply of government is insufficient, some areas appeared "poor school education, medical care, traffic-jams" and so on. Central and local governmant and financial coordination brings funding difficulties to the local government public service. The public service supply subject to its supply is insufficient, which can’t meet the diverse needs of the citizens to public service. Basic public service is not equal to promote a well-off society and coordinated sustainable development of economy. Realized the equal basic public service is an important measure to promote the development of social stability, people have drawn more and more attention to it.From the welfare economics, public finance to the content of basic publics ervices, such as research scope, the equal basic public services related theories carried on the thorough discussion and the elaboration, I analyzed the present situation of region, between urban and rural area, secondly, in accordance with the systematic and scientific principle,I constructed six primary indicators which is made up of the basic education, health care, social security, public culture, infrastructure and ecological environment and 20 secondary indicators of basic public services equalization evaluation index system. By using the method of principal component analysis, I analysed different level of provincial and then elaborated our country regions, between urban and rural areas, the equalization of public service situation and the existing gap between provinces of reason, at the same time, according to the actual situation in our country, I put forward the suggestion to promote equal basic public services in China and come up with corresponding countermeasures to promote development of economy.
