In transition from a surviving to a developing type, China is experiencing an increasing imperative in public service equalization. Entering the new century, social economic development indices of China have surpassed the standards for a surviving-type society. Conflicts arise between the full-scale and rapidly increasing demand by individuals and the shortage of public products coupled with insufficient public services. The pressure for basic public service equalization is reflected in the complexity of social problems, particularly for the disparities between cities and countries, different areas, or diverse .The smooth solution of this problem has become a key to improve and build a harmonious society in the new era.The objective of this article is to provide some suggestions in policy, through discussion on the status quo of the basic public service in our nation regarding the relevant theories, and analysis on problems arisen with the public service equalization. We take a progressive structure in this article: starting from the relevant concepts in public service equalization; then discussing on the basic public service equalization theories; analyzing the situation by comparing the historical and present basic public services; finding out the existing problems and the cause for each problem; and finally providing some suggestions for improvement and refinement of basic public service.
