Recently there’s a destructive phenomenon which breach the election orderappeared in rural villagers’ committee election in our country, and it’s showing agrowing trend. According to the survey of village A, B in Guizhou province, theauthor discovers this phenomenon threat the construction of democratic politics andthe stability of the society seriously. Therefore, there is an urgent to regulatevote-buying.The author investigates, analyses and researches the phenomenon of vote-buyingin the general election of village A and B in Guizhou Province, extracts the characterand social harmfulness of this phenomenon and analyzes it, and then puts forwardlegislative suggestions to the village committee election bribery crime by in-depthdiscussion.Besides the foreword and epilogue, the thesis is divided into four parts:Chapter one mainly discusses the concept and essence of vote-buying in thevillage committee election. This chapter is divided into two parts: The first part is theanalysis of the concept of village committee election bribery, separately discusses itfrom the laws and the theory to define the conception of vote-buying, and finallysums up the concept of vote-buying. The second part is the discussion of the essenceof bribery, summarizes that the nature of bribery is mainly the political corruption andmoney politics.The primary content of chapter two is investigations and analysis of the electionof village committee election. In this chapter, the author conduct a survey of A, Bvillage, study the results of the survey, analysis of the forms, characteristics andreasons of vote-buying. In practice, the forms of vote-buying are to give money,entertain villagers or give commitment etc. The main characteristics of vote-buyingappear team division and more subtle in the forms of bribery. Causes of bribery aremainly driven by the economic interests.Chapter three mainly analyses the conviction of bribery. In this chapter,according to appear the phenomenon of vote-buying in the village committees’ general election and the results of the second chapter, the author analyses the socialharmfulness of bribery behavior the village committee election and researches theconviction of it combining the extraterritorial legislation.Chapter four puts forward some legislation recommendations to improve theconviction of village committee election bribery. In this chapter, the author analysesthe conviction of vote-buying in the village committee election according to the thirdchapter and makes corresponding legislative suggestions to destruct the villagecommittee election order.
