China's market-oriented reforms have attracted worldwide attention,especially with regard to the socio-political implications it may have.The development of urban housing marketization and the resulting community democratic practices have gradually become the focus of attention.The “property-based democracy” proposed by Anthony Eden provides a brand-new perspective for the promotion and development of socialist grass-roots democracy,because the reform of the housing market in China has created a large number of real estate owners,“based on property rights."Democracy" is gradually becoming a possibility in China.Based on the housing marketization and community democratic practices in China's urban society,this paper studies the traditional theoretical issues of individual residents' neighborhood vote participation caused by housing property rights.Through the use of the Ologit regression model for a full statistical analysis,the differences in voting participation between residents and non-owners' neighborhood committees were quantitatively examined.The main findings of this study were: Housing ownership and residential committee voting participation did have a significant correlation,but only if the property rights When the owner realizes that he and the community are the community of interests,he only stimulates the democratic participation behavior and brings democratic benefits.That is to say,“based on community democracy on property rights” is to be possible,and two conditions must be met: First,property rights are objectively required;The second is to subjectively realize that the self and the community are the interests of the community,and this interest community consciousness is not spontaneously generated,it also needs the community environment to wake up.This theoretically makes up for the inadequacy of the previous view that the default property rights must be associated with democratic behavior.This is also the innovation of this research.Therefore,the policy suggestion proposed in this study is to promptly publish various information related to community and residents' interests so that residents can realize that they are in a community of interests and stimulate the enthusiasm of residents to participate,so as to solve the problem of widespread participation in urban communities in China.
