Mei Ju-ao was a famous law scholar in the modern and contemporary history of China.Since Qing Dynasty,the Chinese people tasted to full the bitterness of foreign aggression andenslavement. At the moment of national crisis, the intellectual go abroad on the purpose ofstrengthen china and removing the crisis. Mei Ju-ao, as one of the talents, studied law inAmerican. So he had been influenced by the China’s tradition, on the other hand he acceptedthe western knowledge on abroad. When Mei came back home, he was not only teaching thelaw at many universities, but also take part in political activities, especially on the behalf ofthe Chinese government to judge the crimes on Tokyo Trial. So he formed the law thought ofhis own. This paper is talking about Mei’s law ideology. And the passage has three parts:Chapter one analyses the process and the historical background of Mei’s law ideologyformation.Chapter two analyses the major content of Mei’s law ideology. Including theories ofinternational criminal law, and international criminal law is the substantive law andprocedural law provisions of the two parts. In addition, I will discuss Mei’s experiences inTokyo trial to enlighten Mei’s law thoughts.Chapter three analyses the main characteristic of Mei’s law ideology, and appraises Mei’slaw ideology.
