After The3rd Session of the11th CPC Meeting, in order tosolve the contradiction between people’s growing material andcultural needs and backward social production, China have a boldreforms in economic areas. Gradually, the socialist economic marketsystem established. However, compared with the rapid reform of theeconomic areas, the pace of social development is relatively slow.Especially in the city, by a large number of floating populationsbrought by the reform of market economy makes city managementinvalid. It is imperative to reform the urban management. Urbancommunities, as the main field of people’s work and life, is thefoundation of city. the report of The3rd Session of the11th CPCMeeting pointed out that the overall goal of comprehensively deepenreform is the perfection and development of the socialist system withChinese characteristics, promoting the modernization of nationalmanagement system and management ability. For urban communities,how to implement the third spirit of The3rd Session of the11th CPCMeeting, building a modern community governance system andcommunity governance mode, to adapt to the needs of thedevelopment of the socialist market economy, is an important part ofthe urban reform.This article makes the city government role as the breakthroughpoint. Through combing historical evolution and current situation ofurban government role, this article have a research on dislocation ofthe government’s role. In the first part, it mainly discuss the evolutionof the government’s role in the urban community, expounding on theemergence of "universal" role of government, reform and a new start to explore.
